Pennsylvania Doubled Its Solar Capacity in 17 Months—What That Means for Homeowners

Pennsylvania crossed 2 gigawatts of installed solar capacity in July 2025, only 17 months after reaching 1 GW. The milestone was historical rather than new in 2026, but it marked a genuine acceleration in the Commonwealth's solar market.

The Pennsylvania Public Utility Commission said the 2 GW operating at that time could generate enough electricity for approximately 350,000 homes. The same announcement attributed roughly 47% of that capacity to utility-scale projects, with the remainder spread across residential, commercial, and other distributed installations.

How Much Solar Does Pennsylvania Have Now?

Solar-capacity totals can be reported in AC or DC units and are updated on different schedules. An early-2026 industry update reported approximately 2,269 MW AC installed, while SEIA data cited in that update put Pennsylvania near 2,974 MW DC through the third quarter of 2025. Those figures should not be mixed, but both show that growth continued after the 2 GW announcement.

Interconnection-queue totals are even less certain: a queued project is not the same as a project under construction, and many queued projects are changed or withdrawn. Large queue numbers demonstrate developer interest, not guaranteed future capacity.

What Did Pennsylvania's New Solar Decommissioning Law Do?

On July 20, 2026, Governor Josh Shapiro signed Senate Bill 349 as Act 44 of 2026. The law creates Pennsylvania's first statewide framework for decommissioning certain commercial, ground-mounted solar facilities and requires financial assurance so landowners are not left with cleanup costs. It does not regulate ordinary residential rooftop systems.

The House approved the measure 196–6, but the vote should not be interpreted as a guarantee about unrelated policies such as residential net metering. The law also preempts some municipal decommissioning provisions, a feature opposed by the Pennsylvania State Association of Township Supervisors. Was Solar for Schools Renewed?

Yes. Pennsylvania's 2026–27 budget provided another $25 million for Solar for Schools, marking the program's third consecutive year of funding. The program helps eligible schools, intermediate units, career and technical schools, and community colleges reduce the cost of solar projects. The Pennsylvania Department of Community and Economic Development reports that prior awards had invested more than $24.2 million across 82 schools.

What Do Current PECO Net-Metering Rules Mean for Homeowners?

Eligible PECO customer-generators currently receive monthly kilowatt-hour credits for excess solar production. Credits carry forward during the net-metering year, and PECO settles remaining excess generation after the May 31 annual true-up under its tariff. PPL proposed major changes to its own net-metering tariff in a separate rate proceeding, and the eventual settlement included limited grandfathering provisions. That case does not automatically change PECO's tariff, nor does installing a PECO system today guarantee permanent grandfathering if state rules change later. Homeowners should evaluate current rules without treating future policy as certain.

How Much Are Pennsylvania SRECs Worth in 2026?

Pennsylvania systems earn one Solar Renewable Energy Credit for each 1,000 kWh of qualified generation. Prices fluctuate by vintage, transaction date, contract, and broker. In mid-2026, publicly reported spot indications were generally in the low-to-mid $20s per credit—not consistently $35 to $40.

A system producing 10 to 12 SRECs might therefore earn roughly $200 to $360 annually at a $20 to $30 sale price, before fees. Check the current market rather than relying on an old article; our Pennsylvania SREC guide uses the site's maintained price range.

House Bill 501, known as PRESS, proposes major changes to Pennsylvania's energy standards, including a 35% Tier I target by 2035. As of August 2026 it remained proposed legislation, and its final effect on solar-credit prices cannot be predicted until lawmakers settle the language and the market responds. What Is Happening With PECO Electric Rates?

PECO's default electric supply price changed June 1, 2026. Reports described the effect for a typical impacted residential customer as approximately a 3.1% increase, or about $5 per month—not a universal 5% increase in the entire bill. The Price to Compare was reported at 11.76 cents per kWh for June 1 through November 30, 2026; delivery charges and other bill components are separate.

PECO also withdrew proposed 2027 electric and gas distribution-rate increases after affordability concerns. The electric request was approximately $429 million, while reports describing roughly $510 million referred to the combined withdrawn electric and gas proposals. Those withdrawn requests should not be described as a permanent $510 million customer savings guarantee.

How Long Does a Solar Installation Take in Southeastern Pennsylvania?

A residential project often takes approximately two to four months from contract to permission to operate, but timing depends on design, equipment, municipal permits, inspections, and PECO interconnection approval. Fall can be a practical time to start if the goal is to produce during the following spring, but no season guarantees shorter permitting or a specific installation date.

What Is the Bottom Line for Pennsylvania Homeowners?

Pennsylvania's solar market is larger and more established than it was a few years ago. The 2 GW milestone, continued capacity growth, Solar for Schools funding, and a statewide decommissioning framework all support that conclusion. They do not guarantee future incentives or a particular payback period.
